                <text>&lt;p&gt;Civil War is upon us. People's passions are kindled, all party distinctions fall away, and everyone must adopt a firm stance. Whatever our differences of opinion before, we are all in agreement that this Union, which took us in under its protective banner, must be preserved at all cost, if at all possible. In this, we believe all who have sworn loyalty to the Constitution are united.&lt;/p&gt;
&lt;p&gt;The question now is whether the Union can best be preserved by war or by peace.&lt;/p&gt;
&lt;p&gt;We say that this can only happen through peace, through concession, and a conciliatory spirit. Many injustices and unneeded provocations would have best been omitted on both sides; indeed, we are not beyond stating that the Republican party conjured up the storm due to its hostile attitude toward the South.&lt;/p&gt;
&lt;p&gt;Yet the question of who is to blame is for the moment of secondary importance. The one and only issue at hand is whether we should withhold support from the government, which was elected in accordance with the Constitution to which we have sworn loyalty.&lt;/p&gt;
&lt;p&gt;We believe not.&lt;/p&gt;
&lt;p&gt;Although we may criticize the administration, although we may believe that it did not do everything that could have been done to preserve peace, the government was elected in accordance with the Constitution, and so long as it does not act against the same, we are obligated by oath to support it, albeit with a heavy heart.&lt;/p&gt;
&lt;p&gt;We protest against the war, and we will exercise our modest influence in favor of peace as well as in favor of unequivocally guaranteeing the South its constitutional rights, so that in the future there can be no doubt that, if the majority of the population in the Southern states approves secession, they will receive diplomatic recognition. Beyond that, however, we can and will not go. If the intent is to topple the federal government itself, as now seems to be the case, then we shall remind ourselves that we swore loyalty to the constitution and conduct ourselves accordingly.&lt;/p&gt;</text>

&lt;p&gt;Den drakonischen republikanischen Prohibitionsgesetzentwürfen gegenüber hat jetzt die demokratische Minderheit der Staatsgesetzgebung von Iowa in beiden Häusern ein von ihrem “Caucus” ausgearbeitetes Schanklicensgesetz vorgelegt, das im Wesentlichen Folgendes bestimmt.&lt;/p&gt;
&lt;p&gt;Gesuche um Licenz müßen bei dem Richter des Bezirksgerichtes eingereicht werden; dem Gesuche muß eine Petition von wenigstens 25 Grundeigenthümern [Grundeigentümern] des Townships beiliegen, und ebenfalls ein von 25 Grundeigenthümern des Townships und der unmittelbaren Nachbarschaft unterschriebenes Zeugnis über den guten Charakter des Bewerbers. In Städten, welche in Wards eingetheilt (eingeteilt) sind, müssen diese 25 Grundeigenthümer (Grundeigentümer) Einwohner der Ward sein, in welcher der Bewerber (nun?) die Licenz wohnt. Auch ein Bond, von guten Bürgern unterschrieben, muß eingereicht und vom Richter des Bezirksgerichtes für gut erkannt sein, ehe der Richter die Licenz (ertheilt?).&lt;/p&gt;
&lt;p&gt;Für den Verkauf im Großen ist eine jährliche Licens von $300 zu bezahlen, für den Verkauf im kleinen eine von $250. Die Licenz gilt nur für ein Jahr. Wer ohne Licenz ausschänkt [ausschenkt], muß eine Strafe von nicht weniger als $150 und nicht mehr als $300 bezahlen, oder wird nach Gutdünken des Gerichts im Countygefängniß eingesperrt. Wer mit Wissen an Betrunkene, bekannte Trunkenbolde und Minderjährige geistige Getränke verkauft, wird um $100 bis $200 gebüßt und auf 30 bis 60 Tage eingesperrt. Minderjährige, welche unter dem Vorgeben, volljährig zu sein, solche Getränke erhalten werden mit $50 bestraft oder eingesperrt, bis die Strafe bezahlt ist. Die Licenz wird durch Uebertretung dieser Bestimmungen verwirkt.&lt;/p&gt;
&lt;p&gt;Der bereits erwähnte Bond muß $1500 betragen, von 2 guten Bürgern unterschrieben sein und für alle Strafen haften.&lt;/p&gt;
&lt;p&gt;Abgesehen von der durch dieses Staatsgesetz eingeführten Lizens von $250, hat jede städtische Corporation das Recht, für den Kleinverkauf von Bier, Ale, Wein und Schnaps noch eine besondere Licens zu verlangen, welche aber in keinem Falle die Summe von $750 überschreiten darf. &lt;/p&gt;
&lt;p&gt;Die Wirthschaften (Wirtschaften) müssen von 11 Uhr Nachts bis fünf Uhr Morgens geschlossen sein.&lt;/p&gt;
&lt;p&gt;Händler im Großen dürfen nicht in geringeren Quantitäten, als eine Gallone verkaufen. Kleinhändler nicht mehr als eine Gallone. Strafe für Uebertretung $100.&lt;/p&gt;
&lt;p&gt;Wein im Staate Iowa erzeugt, ist von den Bestimmungen ausgenommen, wenn er für Familienzwecke gebraucht wird und nicht zum Zwecke des Handels. Importirte [Importierte] “Liquors” können unter den bereits bestehenden Gesetzen nach wie vor verkauft werden. Bier und andere geistige Getränke, in Iowa fabrizirt [fabriziert], sind, wenn sie in Original Einpackung verkauft werden, nicht von diesem Gesetze betroffen.
